Misericordia University and Dallas Twp. Police Department Launch Blue Envelope Program

DALLAS, Pa. — Misericordia University and the Dallas Township Police Department have partnered to launch the Blue Envelope Program, a community initiative designed to improve safety and communication during traffic stops involving autistic and neurodiverse drivers.

The program provides a blue envelope for drivers to store their license, registration, insurance documents, emergency contacts and a brief description of any communication or sensory needs. When presented during a traffic stop, the envelope discreetly alerts officers that the driver may require additional processing time, clear communication or reduced sensory stimulation. The department noted that the program aims to reduce anxiety and prevent misunderstandings for both officers and drivers.

“This initiative represents the heart of occupational therapy,” said Dr. Lori Charney, associate professor and chair of Misericordia University’s Occupational Therapy Department. “The Blue Envelope Program represents the heart of what occupational therapy strives for — empowering individuals to engage safely and confidently in everyday life.”

Dallas Township Police are the first in Luzerne County to adopt the program, which has been implemented in various states to promote inclusivity and support neurodiverse community members. Blue envelopes are available free of charge at the police department. Participation is voluntary.

Dr. Orley Templeton, associate professor and program director for the Master of Occupational Therapy at Misericordia, worked closely with the department and university partners to develop the initiative. “I was honored to work on this project with Gina Kotowski, Dr. Lori Charney and the Cougars for Autism Awareness Club,” she said. “This project highlights the importance of clear communication among all community members to make our communities accessible and safe.”

Students from Misericordia’s Cougars for Autism Awareness Club assisted with community outreach, reinforcing the university’s commitment to service, inclusion and advocacy.
